Most of us old guys with Lumbermate 2000''s have our mills sitting on horizontal crossbeams. Works fine. However, mine does have leveling feet as they make it easy to level the mill any time it is necessary. I would think concrete piers could work if there were steel attachment bars embedded in the concrete.
I would pour the pad 16 feet wide as a min and 12 feet longer then the mill. If you cannot afford the concrete then just work off of a crushed stone pad. You can put 4x6''s spiked down with rebar and fill with 3/4 to fine crushed stone. It will set up pretty firm and let water weep out. The mill could sit on a 4x4 stringer system like an rr track.

The Norwood Lumbermate 2000 cost a little more than the Oscar, but could handle bigger logs and gave more bang for the buck. But it was still a lot of money.
